Joe Ledger, ex-army, wise-ass Baltimore cop, is recruited by the DMS (Department of Military Science) to lead an elite military anti-terrorist team. The DMS is so secret an organization that its director, a stone-faced, vanilla-wafer-eating man who goes by the name Mr. Church, directly reports to the president.
Joe soon finds himself in a quandary: How do you kill a terrorist who is already dead? Joe and his team have to defeat some Middle Eastern fanatics who plan to unleash a pathogen into the United States that will transform its citizens into the living dead. As if that's not bad enough, Joe finds out a member of his unit may be batting for the other team.
